Context

Historically, education has been widely acknowledged for equipping students with essential skills for future learning, enhancing social and financial mobility, and contributing to a country's economic growth. However, there has been less consensus on the most effective education policies and programs, particularly for disadvantaged populations.

Solution

The World Bank launched the Systems Approach for Better Education Results (SABER) initiative to address this gap in 2011. SABER aims to generate comparative data and knowledge on education policies and institutions to assist countries in systematically strengthening their education systems, aiming to promote Learning for All. By allowing countries to assess their education policies and institutions against global best practices, SABER provides decision-makers and stakeholders with structured tools for effective policy dialogue.

Impact

Under SABER 1.0, comprehensive policy data were collected and analyzed across various areas of the education system, ensuring rigorous and cross-country comparability. A What Matters Framework Paper was developed for each policy area, outlining evidence-based policies and institutions that promote inclusive learning. The collected data, verified through extensive engagement with government counterparts, were utilized for country reports and made publicly available. This process facilitated informed decision-making and policy formulation at the national level.

Analysis

The SABER initiative represents a significant step towards improving education systems globally by providing countries with the tools and knowledge necessary to strengthen their education policies and institutions. By aligning policies and institutions to learn for all, SABER helps address the complex challenges education systems face, especially those affecting disadvantaged groups. Continuing efforts to enhance SABER's methodology and expand its coverage will be crucial for fostering sustainable improvements in education quality and accessibility worldwide.
