Context
Education is crucial for the socio-economic empowerment of persons with disabilities (PwDs). In India, the Directive Principles of State Policy and the Rights of Persons with Disabilities Act, 2016 affirm the state's obligation to ensure inclusive education. Yet, students with disabilities continue to face systemic challenges, including financial hardship, lack of accessible infrastructure, and limited support services. As per the 2011 Census, 45% of persons with disabilities in India are illiterate, with the rate significantly higher among women (55%) compared to men (38%). Only 13% and 5% of the disabled population have attained metric/secondary education and graduate-level education or higher, respectively, highlighting a critical gap in access to higher education. According to a 2019 UNESCO report, while over 13 million children were enrolled in primary school in 2016–17, the number dropped drastically to just over 62,000 at the higher secondary level.
To address these barriers and uphold constitutional and legislative mandates, the Government of India, through the Department of Empowerment of Persons with Disabilities, launched a comprehensive scholarship scheme aimed at supporting students with benchmark disabilities (40% or more) from pre-matric to doctoral levels, both in India and abroad.
Solution
The “Scheme of Scholarships for Students with Disabilities” consists of six key components: Pre-matric, Post-matric, Top Class Education, National Overseas Scholarship, National Fellowship for M.Phil/PhD, and Free Coaching for competitive exams. These initiatives provide financial assistance, including tuition, maintenance, assistive devices, coaching, and travel support. Special provisions are made to enhance accessibility and participation of girls, such as a reservation for female students. Administered through the National Scholarship Portal, the scheme ensures transparency and direct benefit transfer, while also enabling regular monitoring and verification to maintain integrity and reach.
Impact
The scheme provides targeted financial assistance for students with disabilities across academic levels. With thousands of annual slots, it lowers financial barriers to education for many disabled students across India. Initiatives like the National Fellowship and Overseas Scholarship open global research and academic opportunities, while the Free Coaching component enhances competitiveness in job and academic entrance exams. Reservation for female students addresses gender disparities in education access. By incentivising and enabling access to higher education and professional advancement, the scheme contributes to increased self-reliance, social mobility, and economic participation for persons with disabilities, aligning with broader national goals of inclusion and equity.
