Context and Issue
Recognizing the crucial role of education in Ghana's socio-economic advancement, it is widely acknowledged that substantial investment in educational improvement is necessary. Information and Communication Technologies (ICTs) are identified as pivotal in enhancing educational access and quality across all educational levels in Ghana. Key aspects include promoting literacy education, facilitating delivery and training, and fostering content creation and sharing to expand knowledge resources. Both developed and developing countries have demonstrated the significant potential of ICTs in knowledge dissemination, acquisition, and effective learning, leading to more efficient education services. The ICT in Education Policy is a roadmap for leveraging ICTs under the Ministry's and its stakeholders' guidance to support the education sector's objectives and operations within the national development agenda.

Solution

A subject labelled as Information & Communication Technology (ICT) shall become a basic subject to be taught in the country's primary to senior high schools. The content of this course shall range from basic appreciation and hands-on experience from primary schools to computer literacy and applications used at the senior high school level.

The policy document states, "To facilitate the sustenance of ICT and to create a critical mass of interest in the subject as an important subject in Ghana’s education curriculum, the treatment of ICT at all levels of the school system is of prime significance. To this end, the following policy prescription is proposed under this framework."

Analysis

Monitoring and tracking are required to understand the implementation from the government's side. Third-party evaluation must be done to ensure the transparency of the intervention.
